Date Being Summarized:  18 April 1995

A deep surface cyclone developed from the major shortwave trough that lifted out
over the plains, with the system moving northeastward towards WI by 00Z.  The
surface thermal boundary slowed down and stopped south of the Red River, and no
major anticyclogenesis followed in the wake of the cyclone, thus keeping low-
level moisture in southeastern TX.  At the same time, another significant short
wave trough was digging southward along the western U.S. coast.  No convection
developed over the VORTEX ops area, but there were severe thunderstorms mostly
of the nontornadic variety in the Great Lakes and Ohio Valley.
